SECTION IX (Continued)

1. Review of Assignments

At the first or second meeting in each December, or as vacancies occur, the City
Manager will present for Council's review a summary of the City's designated
representatives to various outside organizations, including county, area, district
or state boards, committees or cornminions.

This summary of appointments is published as an addendure to these policies, and
shall be made available to the public by the City Clerk. The summary includes
a description of each board, its purpose, membership, bylaws, and description of
Councilmember duties.

2. SelectiOn of Council Representatives

Appointments shall be made by the Mayor. The Council shall then vote to
approve or disapprove such appointments.

It is intended that appointments be spread so that each Councilmember shares the
responsibility of representing or conducting business for the City.

3. Removal of COuncil Representatives

A majority vote of the Council shall be required to remove a Councilmember
from a regional board, commission, or committee. The recommendation for
removal may be made by the Mayor or by any Couucilmember. The full Council
shall then vote on the removal.

4. Representation of City Position

Councilmembers appointed to outside organizations represent the City's interest
as determined by the majority of the City Council on each issue, and are not to
represent or vote her or his own or individual positions on issues. It is
encouraged that all policy issues should be brought before the City Council for
determination and instruction to the appointee before the vote, but if not possible,
the policy issues shall be brought before the Council after the vote for
concurrence. The appointee shall represent that position to the outside until a
majority of the City Council changes or modifies its position on a policy issue.

5. Notification of Alternate

A Councilmember shall notify his or her alternate as soon as the Councilmember
knows that he or she will be unable to attend a meeting of the outside
organization.

20
