PUBLIC HEARINGS AND OTHER MATTERS

A. Presentation from Nonprofit Agencies and Recommendation to Allocate Federal
Community Development Block Grant (CDBG) and HOME Investment
Partnership Program (HOME) Funds for Fiscal Year 2006 (2006-07)

Scott Erickson gave an overview of the staff report. Mr. Erickson stated that this is a new
funding cycle and, unlike the past two years, we are not dealing with a subset of funding
that was previously allocated. The City's grant for the coming year did go down 12%,
similar to trends throughout the entire country. Usually the total grant is closer to
$300,000 and this year it has gone down to $287,563, which creates some additional
challenges given the great demand.

At its meeting of March 1, the Human Services Commission (HSC) formulated a
recommendation for non-housing related proposals which is included in the staff report.
The Housing Commission's role is to make a recommendation regarding applications that
are related to housing. During the past years this system has worked well, although there
is always the possibility the commissions may be at odds as to how to allocate funds.
What remains for the Housing Commission to allocate, if it supports the recommendation
of the HSC, is $71,516 in capital funds. In addition, staff is recommending that several
projects be allocated funds from the City's Lower Income Housing Fund (UHF) to pay
for what is felt to be important housing services.

The staff recommendation is summarized in Tables A and B of the staff report. Mr.
Erickson further explained that one of the funding recommendations is not technically an
application and concerns the Section 108 loan that the City obtained in collaboration with
the cities of Livermore and Dublin a few years ago. The City is obligated to make annual
payments on the loan for twelve years. The loan was used to purchase the Sojourner
House family emergency shelter in Livermore.

Page - 1 -
