Mr. Erickson stated that staff has invited the agencies that have applied for funds to
address the Commission and provide a brief overview and answer any questions the
Commission may have.

Chairperson Harris asked how recommendations were made regarding the magnitude of
funding to various projects (e.g., Axis Women's Health Center). Mr. Erickson replied
that it is a function of who applies and what they apply for and is not necessarily based on
any specific priorities established by the City. The Axis project is large in scale and is
tied to funding that the agency is receiving from other sources.

Commission Stark would like to see how the individual projects would support the
objectives of the goals of the Consolidated Plan. Mr. Erickson noted that the agencies
provided this information in the individual applications that were distributed with the
staff report.

The individual agencies were invited to make brief presentations to the Commission.

Alameda Countv HCD (Nanette Domitrowich / Damien Gossett)
Provide housing rehabilitation program services (major rehab low interest loan, minor
home repair, accessibility, exterior paint, etc.)

Nanette Domitrowich thanked the Commission for the opportunity to be part of the
Housing Rehab program. She reported that their staff has extensive experience. They
know the area and the housing stock. She stated that the program is now part of the
County's newly formed Construction Department which is working to develop a new,
dynamic housing rehabilitation program for all of Alameda County. Ms. Domitrowich
distributed copies ofletters of recommendation and the results of user surveys.

Damien Gossett asked to correct several inaccuracies in the materials that were included
with the staff report. The report implies that they spent only $40,000 out of the $265,000
that was allocated in the last three years. He indicated that from the years 2002 through
2005 they have actually spent over $300,000. He also clarified that the annual contract
has only included a provision allowing them to spend carry-over funds for the past two
years. Mr. Gossett indicated they would like to spend those carry-over funds as the City
would like to have them spent. They understand the need to improve the program. He
feels there are three different ways to do this - staffing, marketing, and program
alignment.

With regard to staffing, they have done some reorganization and have assigned a director
to oversee the Housing Rehabilitation program. Some of their marketing ideas include
doing spots on local cable channels, co-sponsoring events with realtors, direct mailings,
and presentations. In terms of program alignment, they are considering the basic issue of
loans versus grants and adjusting interest rates. Mr. Gossett also commented that the City
could consider paying the fees for mobile homes to create a greater incentive. Another

Page - 2-
