support. This is an important program as it prevents more expensive programs from
being needed.

Chairperson Harris asked about the success rate. Ms. McCarthy replied that, due to the
merger, TCHC is not yet completely familiar with the statistics of prior clients, but she
shared a positive experience regarding a recent client. They intend this year to follow up
with past alumni to document their present situation.

Commission Wiest noted that they do not have control over where people live within the
Tri-Valley. He asked how many clients are in Pleasanton. Ms. McCarthy replied that
there are six in Pleasanton and four in Livermore. Mr. Wiest asked ifPleasanton
landlords have been cooperative. Ms. McCarthy answered in the affirmative, noting that
they have developed good relationships with some landlords which has led to flexibility.
In addition, TVHSP personnel deliver monthly rent checks directly to landlords.

Chairperson Harris thanked all ofthe agency representatives for their presentations.

Commissioner Wiest asked about the status of HOUSE, Inc. Scott Erickson replied that
HOUSE, Inc., has not yet been able to use the HOME funds that were previously
allocated by the City. The purpose of those funds was to acquire another property in
Pleasanton for housing for disabled adults. Unfortunately, the housing market has not
been conducive to that effort.

Commissioner Whisnand asked about GRID Alternatives. Scott Erickson replied that the
Solar Affordable Housing program is progressing slower then they thought it would so
they have funds they have not yet expended.

Commissioner Stark noted that the 12% cut is significant. He is concerned about using
City Lower Income Housing Funds to backfill CDBG. There is a need to look at funding
strategies that result in the most benefit for the most people. He asked ifthe Housing
Commission will have input on reallocation of unexpended funds and also wonders if the
UHF will be part ofthe City's long-term funding strategy. Scott Erickson replied that as
far as the reallocation of unexpended funds is concerned and how it is done, staff could
continue to work with the agencies as needed. Staff welcomes any input the Housing
Commission may have. He further noted that the UHF has been approached on a year-
to-year basis. In some years, staff has recommended more, and in other years the UHF
has not been tapped into at all. This year one of the main factors is the 12% cut from
CDBG. Mr. Erickson noted that the City is in the process of developing a long-range
plan for the UHF as reviewed by the Commission at the February meeting.

Chairperson Harris noted that the HSC recommended using administration funds. Steven
Bocian stated that, if the City Council approved this recommendation, the funding for
CDBG program administration would most likely have to come from the City's General
Fund. He noted that the same issue came up six or seven years ago, at which time the

Page - 5 -
