Council decided against it with the feeling that it is an important part of the CDBG
program. Mr. Bocian stated that he believes it is the intent of the CDBG program to
include provisions for administration and monitoring.

Commissioner Stark asked if any projects have significant outstanding balances of
unexpended CDBG funds. Scott Erickson replied that there are no projects with
significant balances with the exception of the Housing Rehabilitation program as
discussed earlier.

Commissioner Whisnand asked about any existing commitments that are under way in
the Housing Rehabilitation program. Nanette Domitrowich answered that the Minor
Home Repair program currently has twelve projects under way with a value of
approximately $2,000 each. In the Major Rehab program, they are committed to two
tenant accessibility projects, including one with the Housing Authority. In addition, there
are currently ten applications that are under review but their eligibility is not yet known.

It was moved by Commissioner Stark, seconded by Commissioner Wiest, to accept
the staff recommendation. Motion passed unanimously.

Chairperson Harris thanked everyone for attending. He stated that he is unhappy that the
City does not have enough CDBG funding to fund all of the projects for which funding
was requested. However, he believes that the City is doing the best it can to efficiently
allocate the very limited amount of funds it has.

Commissioner Stark asked staff to keep the Housing Commission apprised regarding the
reallocation of funds from prior years, at minimum as an informational item.

Page - 6 -
