Page VI-7:

In response to an inquiry by Commissioner Roberts regarding Zone 7 providing a sustainable
water supply only through 2013, Mr. Cusenza replied that referred to the cities of Dublin,
Livermore, and Pleasanton. The 2013 date was derived from a process performed in 1999 by
Zone 7. At that time, 20] 3 was identified, and since then more supplies have been acquired; he
believed that date should be updated.

]n response to an inquiry by Chairperson Arkin regarding water quality and taste, Ms. Stern
replied that a paragraph about water quality could be added.

Mr. Cusenza noted that the City had been fairly active with Zone 7 and the other water retailers
to bring the issue of water taste to the forefront. He noted that changes to taste and odor were
difficult to accomplish and that hardness was being addressed by the Zone 7 Wellhead
Demineralization Project.

Page VI-lO

Commissioner Blank would like to see some description and awareness of the flood area if the
Del Valle reservoir were to give way. Ms. Stern replied that was listed under the Public Safety
section. Commissioner Blank believed that would be a good subject for a public awareness
program.

Commissioner Blank suggested the following language to be added, "In the future, the City will
continue to cooperate with Zone 7 to improve .and maintain the flood control system... and
continue to increase public awareness around this issue." The Commission concurred with that
addition.

Part VI-13

Commissioner Fox expressed concern about Pleasanton's rating of8 out of 10 (I being best) by
FEMA. In response to her inquiry regarding whether the General Plan contained a map of the
flood plains, several Commissioners confirmed that it did.

Commissioner Fox believed the City should state a policy to improve the FEMA rating. Ms.
Stern advised that should be in the Public Safety Element, but would confer with Mr. Cusenza to
craft language to include in this element.

Mr. Cusenza believed the "8" rating was due to the hundred-year flood and added that Zone 7
was in charge of the operation and maintenance of the arroyos. He noted that Zone 7 was in the
middle of a stream management master plan and that an environmental document was being
prepared for that. He noted that the most cost-effective and appropriate approach with respect to
the hundred-year flood would be to use the Chain of Lakes, which would relieve much of the
area in Pleasanton.

EXCERPTS: PLANNING COMMISS]ON MEETING MINUTES, February 22, 2006
