All transit stops should include bus shelters or benches, trash
receptacles, and other street furniture as appropriate.

. At the potential cultural arts center, the youth/community center, and
other major facilities, provide direct access to the on-site bicycle and
pedestrian paths.

. Major facilities should include bike racks, bike parking, and bike storage
lockers.

. All bicycle and pedestrian facilities should be ADA (Americans with
Disabilities Act) compliant.

. Potential impacts on storm drainage.

Finding. The City finds that mitigation measures identified for impacts on hydrology
and water quality would mitigate potential storm drainage impacts to the
less-than-significant level:

. The detention basins already built on the Phase II Specific Plan site have
been sized to accommodate anticipated development. With the adoption
of the Bernal Property Phase II Specific Plan, the City will revalidate the
design assumptions to confirm the basin sizes.

. Other components of the Project drainage system will be designed and
operated in compliance with City of Pleasant on standards, and the
Department of Public Works will review grading and drainage plans to
assure compliance..

. Projects within the Specific Plan area that might generate pollutants to
groundwater (roadways, parking lots) must provide for pretreatment
before runoff is released to the detention basins.

. All Specific Plan projects covered by Provision C.3.f of the County
NPDES Permit shall fully comply with permit requirements.
Specific Plan, pp. 66-67; DEIR, p. 158; Responses to Comments, p. 30.

2.
