. The spacing of the proposed roundabouts along Pleasanton Avenue
between Bemal Avenue and V alley Avenue should be adequate to insure
no impacts between adjacent intersections.

In addition, the distance between Bernal A venue and the first roundabout
to the south should be adequate to meet the northbound travel lane
requirements at Bernal Avenue.

Specific Plan, pp. 53-55; DEIR, p. 142.

5. Potential for inadequate emergency access (EVA)

Finding. The City finds that the planning process for the Phase II Specific Plan area
will allow for the incorporation into the circulation system of adequate
provisions for emergency vehicle access such that impacts would be reduced
to a less-than-significant level:

. As final site plans proceed for major uses including sports fields and
stadiums, the potential cultural arts center, and the potential youth!
community center, consideration should be given to the provision ofEV A
routes between those facilities and the basic circulation system.

. As part of the final site plan design for open space and other publicly
accessible uses, provision for EVA to those uses should be considered.
DEIR,p.142-143.

6. Potential for inadequate provision of parking

Finding. The City finds that, overall, the parking allocations provided for the Project
are reasonable and would minimize the occurrence of severe parking
shortages to a less-than-significant level:

. When development plans proceed for uses that would be major trip
attractors, estimates for the average number of people per vehicle should
be used to refine the proposed parking supply for each such use.

. Special events should be scheduled so that no more than one such event
occurs at any given time.

Specific Plan, pp. 58-59; DEIR, p. 147-150.

7. Potential for conflict with policies, plans, or programs supporting non-automobile
travel.

Finding. The City finds that the following measures, integrating Pleasanton General
Plan policies and design guidelines established by the Alameda County
Congestion Management Agency (CMA) for mitigation of vehicular traffic
impacts, have been included in the Specific Plan to support non-automobile
travel:

. As part of the final site plan design, the City shall coordinate with the
Livermore Amador Valley Transit Authority (LA VTA) to establish a
policy to revise current transit routes to better serve the site. As part of
this coordination, provision and placement of bus stops should be

Bernal Property Phase II Specific Plan and Bernal Community Park Master Plan
Environmental lmpact Report Findings and Statement of Overriding Considerations
