EXHIBIT L

PARKS AND RECREATION COMMISSION
RECOMMENDATIONS REGARDING
THE BERNAL PROPERTY PHASE II SPECIFIC PLAN AND
THE BERNAL COMMUNITY PARK MASTER PLAN
(Prepared by Wayne Rasmussen, Project Coordinator
March 9, 2006)

On March 9, 2006, the Parks and Recreation Commission reviewed and commented on
the Draft Bernal Property Phase II Specific Plan, and the Draft Bernal Community Park
Master Plan. The Commission expressed its support for both plans, and provided the
following consensus recommendations:
I. Add an additional football/lacrosse field to the Community Park, if possible.
2. Permit shared use of the soccer stadium between soccer, football and lacrosse.
3. Add a Y. to lI,-acre dog park to the Specific Plan's Illustrative Site Plan.
4. Add tennis courts to the Specific Plan's Illustrative Site Plan in an area located
away from the railroad tracks.
5. The shared parking lot within Sub-area I of the Specific Plan (potential CAC site)
may need to be made more accessible to traffic during times of high use. Land
for a potential driveway access between Sub-area I and Bernal A venue should be
reserved in case needed in the future.
6. Permit the development of equestrian trails through appropriate areas of the
Bernal Property. Consider the open space area west ofI-680 as a possible site for
such trails.
7. Ensure that the area surrounding the entry to the Phase One Community Park
baseball fields is attractively designed.
