With respect to Policy 25, Commissioner Fox noted that Dublin's aquatic facilities were open for
more hours for recreational activities than Pleasanton's were.

Page VI-I

Commissioner Fox inquired whether "community programs" meant programs run or monitored
by the City, or any public or private program within the City limits.

Ms. Stern noted a definition was needed and that there was a bias within general plans to address
physical plants and facilities. However, Pleasanton has programs provided by both the City and
other agencies such as the School District, and a definition would be appropriate.

Commissioner Roberts noted that wireless access should be added in the first paragraph, where
telephone and cable television were crossed out.

Page VI-2

Commissioner Fox suggested different wording in the reference to "treating Ruby Hill flows"
with respect to sewage.

Page VI-3

In response to an inquiry by Chairperson Arkin regarding the length of the Dublin San Ramon
Services District (DSRSD) contract and whether the City could obtain voting rights on the
Board, Mr. Steve Cusenza, Manager of Utilities, replied that he did not know exactly when it
ended and added that the City Council had discussed that subject. There was a working
arrangement where two elected officials from the City Council met at least yearly with two
elected officials from the DSRSD Board to discuss issues with the contract and wastewater
treatment. Staff had noted difficulty with that arrangement, and Mr. Cusenza noted that could be
brought up again at their next meeting. Chairperson Arkin requested the highlights of that
service contract.

Page VI-4:

There were none.

Page VI-5:

There were none.

Page VI-6:

There were none.

EXCERPTS: PLANNING COMMISSION MEETING MINUTES, February 22, 2006
