Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
G. Hazards and Hazardous Materials

The California Air Resources Board (CARB) has developed draft guidelines for siting child
care centers, schools, and other sensitive receptors to minimize the potential for exposures
to significant pollution sources (e.g., freeways and industrial sites).16 The Proposed Air
Quality and Land Use Handbook: A Community Health Perspective (March 2005) recom-
mends avoiding siting new sensitive land uses within 300 feet of a large gasoline station. A
50-foot separation is recommended for typical gasoline dispensing facilities. The CARB also
recommends avoiding the siting of sensitive land uses within 500 feet of a freeway, urban
road with 100,000 or more vehicle trips per day, or rural roads with 50,000 or more vehicle
trips per day.

Child care centers would be required to obtain a Conditional Use Permit from the City of
Pleasanton to operate. The conditions contained in the permit are established by City of
Pleasanton Planning Department staff, Zoning Administrator, the Planning Commission, or
City Council.25

Mitigation Measures Built Into the Specific Plan

The City of Pleasanton recognizes impacts related to sensitive land uses and existing
industrial uses could occur as a result of the type of development proposed. Therefore, the
Specific Plan requires that special care be given to the siting of sensitive receptors within the
Plan Area. Prior to siting any child care centers (or other sensitive receptors), the City will, in
accordance with the Specific Plan requirements, consider the California Air Resources Board
Proposed Air Quality and Land Use Handbook: A Community Health Perspective (March, 2005)
setback recommendations for siting of new sensitive land uses near freeways or industrial
sites (i.e., uses that manufacture or distribute products that may include hazardous
materials or generate hazardous materials by-products as waste). In addition, the existing
permitting requirements of the City of Pleasanton specify that a Conditional Use Permit
must be obtained for any child care centers. At the time of permit application evaluation,
the City will determine whether other guidelines or siting regulations have been codified.

No adverse environmental impacts relating to the siting of sensitive land uses would occur
because the Specific Plan contains adequate provisions to mitigate these potential impacts.

24 Sensitive individuals refer to those segments of the population most susceptible to poor air quality (Le.,
children, the elderly, and those with pre-existing serious health problems affected by air quality). land uses
where sensitive individuals are most likely to spend time include schools and outdoor recreational facilities
at schools, parks and playgrounds, daycare centers, nursing homes, hospitals, and residential communities
(sensitive sites or sensitive land uses), California Air Resources Board, 2005, Proposed Air Quality Land Use
Handbook: A Community Health Perspective, California Environmental Protection Agency, March.
25 City of Pleasanton, Guide to Obtaining a Land Use Permit, reviewed on.line at http://www.ci.pleasanton.ca.us.
October, 2005.

83
