Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

subject to radionuclide contamination through discharge of treated eflluent. Groundwater
contamination may also have occurred as a result of releases of hazardous materials
associated with offsite industrial land uses if such releases have occurred.

If soil and/or groundwater contamination are present at the site in concentrations exceeding
established Maximum Contaminant Levels for groundwater, threshold criteria for hazardous
wastes, or at levels exceeding acceptable human health risks or hazards, this may have an
adverse impact on public health or the environment if the site is developed and used for
proposed recreational purposes.

The City of Pleasanton recognizes the potential for impacts related to existing residual
contaminants in soils could occur as a result of the type of development proposed. There-
fore, the Specific Plan includes requirements that the environmental history of all properties
to be developed within the Plan Area be investigated and documented. This is consistent
with Pleasanton's General Plan Policy Program 17.1. If warranted by the results of the envi-
ronmental history investigations, appropriate soil and/or groundwater quality sampling
activities would be conducted and documented so that the chemical quality of the properties
within the Plan Area is adequately characterized. As specified in the Specific Plan, these
investigations would be conducted under the guidance and oversight of the California
Department of Toxic Substances (DTSC) , the Alameda County Department of Environ-
mental Health, and/or the City of Pleasanton, as appropriate.

Mitigation Measures Built Into the Specific Plan

As required by the Specific Plan, any soils and/or groundwater found to contain pollutants in
excess of appropriate screening levels (e.g. RWQCB Environmental Screening Levels) would
either be remediated to acceptable levels for the proposed land use or the land use plan
would be revised to avoid adverse effects of the residual contamination. The Phase I
Condition of Approval relating to radionuclides (see p. 80) also applies to the Phase II
Specific Plan.

No adverse environmental impacts relating to residual soil contaminants would occur
because the Specific Plan contains adequate provisions to mitigate these potential impacts.

(2) Existing Industrial Sources

Environmental Issues

A "large gas station"23 with underground fuel storage tanks has been developed as part of
the Phase I land use at the corner of Bernal and Valley Avenues near Phase II sub-area 5.
Interstate 1-680 is located adjacent to sub-areas 6, 7, 10, 11, 12, and 16 (see Figure 4, p. 12).
Potentially permitted land uses in the Plan area include child care in sub-area 5 (or possibly
sub-area 6). Open space, passive recreational facilities, and trails are potentially permitted
uses in sub-areas 6, 7, 10, 11, 12, and 16.

23 A large gas station is defined as a facility with a throughput of 3.6 million gallons or more of fuel per year.

82
