Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

If the project uses groundwater for a portion of its water supply, that groundwater would be
provided from an offsite source. Also, the groundwater table at the site is substantially lower
than the bottoms of the detention basins, and the Specific Plan specifies that approximately
ten feet of separation between the bottoms of the ponds and the groundwater table should
be maintained. Therefore, evaporation of groundwater from the ponds would not be
expected to occur.

No adverse environmental impacts relating to groundwater quality or quantity would occur
because the Specific Plan contains adequate provisions to mitigate these potential impacts.

d. Mitigation Measures
No significant effects on hydrology have been identified; therefore, no mitigations are needed.

1 . Framework for Analysis

This section addresses the relationship between the proposed Phase II Bernal Property
Specific Plan and the land use and planning context of the site.

2. Setting

The setting for the Phase II Specific Plan is shaped by the following elements:

. Development on adjacent Phase I Specific Plan lands by GHC [Greenbriar Homes
Communities] Bernal Investors ("Greenbriar"). Greenbriar's acquisition of the land on
which they have subsequently developed a series of residential projects occurred in
2000, concurrent with Pleasanton's acquisition of the 318 acres now in City ownership.

. Land uses in other areas adjoining the Phase II Specific Plan area;

. Plans for the adjacent areas that could result in land use changes; and

. Plans by other (non-City) agencies.

a. Phase I Development

The Phase I Specific Plan (August 21, 2000) provided for development on all three areas of
the Bernal site. The Phase I development areas are shown in Figures 2 and 3, pp. 3 and 7
and Phase I development is summarized in Table 6.

(1) Western Area

Phase I development in the Western Area is residential and a neighborhood park. Two resi-
dential developments are nearing completion: Carlton Oaks, 103 units and Pheasant Ridge
119 units (222 units total). These are single-family detached projects of relatively large
homes built along a north-south looping road accessed primarily from Bernal Avenue.

92
