Chapter 4
Environmental Setting, Impacts. and Mitigation Measures
I. Land Use and Planning

south, Old Bernal Avenue on the east, Bernal Court on the north, and the Union Pacific
railroad tracks on the west, with the current ACE train station across the tracks.

The conceptual approaches to future development addressed in the Master Site Plan:

. Focused primarily on building and parking arrangements on the City Hall block;

. Recognized that the City Hall block is not large enough to accommodate future
building and parking needs, and proposed extending the Civic Center to the west or
to the east or both.

. Considered primarily the needs of civic uses, with taking into account the
relationship between the Civic Center and the Downtown commercial district.

. Did not directly address the relationship to lands to the south (across Bernal
Avenue), the west (the Alameda County Fairgrounds), and the southwest (the Bernal
Phase II site).

. designated parking as the closest use to the Bernal Property in all concepts that
included the western (San Francisco) block.

The Land Use Element of the Bernal Property Phase II Specific Plan (Off-site Coordination
Policy 2, p. 21), calls for exploring opportunities for connecting the Bernal Property to the
greater Downtown Area; Guideline 2.1 directs the City to study ways of expanding the Down-
town to connect to the northeast portion of the Bernal Property as part of the Civic Center
Master Plan and the next update of the Downtown Specific Plan. The Specific Plan should
thus be a factor working to strengthen the linkage between Pleasanton's central area and the
Bernal Property when future planning for the Civic Center and the Downtown go forward.

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

The Bernal Phase II Specific Plan site would be devoted to public uses as described in the
Specific Plan (see Chapter II and the use descriptions in Appendix B).

b. Significance Criteria

Significance criteria for the proposed project's impacts on land use and planning are drawn
from CEQA Guidelines Appendix G (Items IX (a), (b); item (c) does not apply, given the
absence of a local habitat conservation plan or natural community conservation plan).
Impacts on land use and planning would be significant:

(1) [If the project would] physically divide an established community.

(2) [If the project would] conflict with any applicable land use plan, policy, or regulation of
an agency with jurisdiction over the project, including:

(a) The local general plan and zoning ordinance

(b) The local coastal plan

9S
