Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

(c) Applicable plan(s) of other public agency(ies)

The Phase 1 Specific Plan EIR included five additional criteria of which four related to Phase I
residential development, and are therefore not applicable to Phase 11 (which does not
propose housing). The other criterion related to the conversion of agricultural land to urban
uses, an issue discussed in Section 4A. Aesthetics and Visual Resources of this chapter.

c. Impacts

The CEQA project is (1) a Specific Plan that, together with Pleasanton's General Plan,
provides a framework to guide future land use and development within the Bernal phase II
planning area, and (2) the Master Plan for Bernal Community Park, one of the proposed
development components of the Specific Plan. The Specific Plan is consistent with, and
serves as an extension of, the Pleasanton General Plan.

The Bernal Community Park Master Plan is one of several master plans that are ultimately
anticipated for the 318-acre Specific Plan area. Implementation ofthe Park Master Plan will
be phased according to community needs and the availability of funding. Detailed site,
architectural, and landscape design plans will be prepared through Pleasanton's Planned
Unit Development (PUD) process following Master Plan approval. Consideration of General
Plan consistency is integrated into the plan review and approval process.

With respect to the impact criteria identified in Guidelines Appendix G:

(1) The Phase 11 Specific Plan would not divide any communities. The closest com-
munities to Phase II uses are those that have been developed as a part of the
Phase 1 Specific Plan and, therefore, the compatibility of the full set of uses has
been considered and planned for from the outset of the planning process for the
Bernal property.

(2a) The Specific Plan is consistent with other Pleasanton planning documents
through its integration with the General plan and, by extension, the Zoning
Ordinance (which is required, under California law, to be consistent with the
General Plan).

The Phase 11 Specific Plan includes a number of public uses that potentially could
be linked to public uses off the site. Therefore, the planning review conducted for
this chapter includes the Downtown Specific Plan and the concept plans formu-
lated for the Pleasanton Civic Center. Neither the Downtown Specific Plan nor
the work to date on the Civic Center has treated potential uses on the Bernal
property as posing impacts on Pleasanton's central area; the potential for
beneficial relationships has not yet been explored.

Consistency of the Bernal Community Park (BCP) Master Plan with planning for
Pleasanton park and recreation facilities has been assured by means ofthe

96
