Draft Environmental Impact Report
Bernal Property Phase II Specific Plan EI R

. The Environmental Education Center (sub-area 13) structure should be located at a
setback of 250 feet or greater from the center of Bernal Avenue or include noise
reduction measures in the design.

. Outdoor sports fields and the youth/community center (sub-area 2) should be
located at a setback of 300 feet or greater from the center of Bernal Avenue or include
noise reduction measures in the design.

. A berm should be constructed along the eastern side of 1-680 (similar to the berm on
the western side), to reduce the noise exposure to land uses east of the freeway

. Development on the Phase I parcel west of existing residences along Bernal should
be developed to adequately attenuate noise levels generated by 1-680 traffic noise in
these areas.

With incorporation of these measures, impacts relating to noise and land use compatibility
would be reduced to the less-than-significant level.

(2) Croundborne Vibration

Environmental Issues

An elementary school (sub-area 8) is proposed adjacent to the UPRR line. Groundborne
vibration levels were not measured as part of this preparation for this EI R section. For
vibration sensitive uses (such as school structures) proposed along railroad right-of-ways
where frequent heavy rail train passbys might occur, a 100-foot setback is typical to mitigate
against potential ground-borne vibration issues.

Mitigation Measures Built Into the Specific Plan

The following site planning measure has been included in the Specific Plan to use when
planning vibration sensitive uses adjacent to noise sources to ensure noise and land use
compatibility.

As required by the Specific Plan, all vibration sensitive uses of site structures (such as
educational facilities or project structures) located in sub-areas 7, 8, 9, 10, and 16 should be
located more than 100 feet from the edge of the nearest railroad track.

No adverse environmental impacts relating to groundborne vibration would occur because
the Specific Plan contains adequate provisions to mitigate these potential impacts.

(3) Project{)perations

Environmental Issues

The majority of the proposed project uses are not anticipated to generate substantial noise.
However, there is a potential for project generated noise impacts to occur at existing
sensitive development.

108
