Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

Development on the Bernal Property under the Phase II Specific Plan is not proposed to
include residential development. Therefore, the project would not have a direct impact on
housing supply or City population levels.

Indirect effects on population and housing would arise from the employment opportunities
offered at the site, if those opportunities would attract new population to Pleasanton.

It is not believed that this impact would be significant, because:

. The land use activities proposed do not have high needs for built space or high
employment densities within the built space they use, and operations of those
activities would not occur on the normal 9-to-5, five-days-a-week basis.

. Employment positions in the outdoors area (park maintenance, for example) may be
handled in part by existing City staff.

. Few of the new employment positions that might be created would be at earnings
levels sufficient to support the cost of new housing in Pleasanton, so even if
employment does increase, the effect of that increase on local housing production
would be negligible.

. Pleasanton's capacity for additional housing production is also not substantial.

For the reasons presented above, the project is not expected to have either a direct or
indirect significant impact on population and housing.

116
