Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
K. Open Space

included are a cultural arts center, a child care center, an environmental education center,
and a youth/community center. If all these uses were built at the scale suggested in the
proposed Plan, the amount of land associated with them (respectively, 9.2 acres, 1.2 acres,
1.7 acres, and 2.8 acres) would amount to a minor part of the developed site. Even with the
addition of a potential park and ride facility (1.5 acres) or the ACE train station (6.5 acres),
the land area devoted to structures remains a small proportion of the 318-acre total.

b. Significance Criteria

CEQA Guidelines do not establish significance criteria for open space.

Significance criteria for recreation are discussed in Chapter 4, Section N. Parks and
Recreation. Other aspects of open space are referred to tangentially elsewhere in the
Appendix G Guidelines: for example, biological resources criterion (I) and land use criterion
(c) mention a 'natural community conservation' plan. Pleasanton does not have such a plan
at present.

c. Impacts

In the case of the Bernal Property Phase II Specific Plan and the Community Park Master
Plan, the site is largely open space at the present time and would remain largely in open
space under the Plan. The provisions of the Plan would both commit the use to open space
over an extended period, and provide for the establishment, maintenance, and sustainability
of natural plant communities on the site, in a planned and strategic manner.

Give the open space emphasis of the Phase II Specific Plan as a whole, and the extensive
planning and implementation direction it gives for the creation and enhancement of open
space uses, the project would have a beneficial impact on open space.

No adverse open space impact would result.

d. Mitigation Measures

No significant effects on open space have been identified; therefore, no mitigation measures
are needed.

115
