Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

LFPD met, or nearly met, its performance aims.J7 In 2004, 77 percent of structure fires were
responded to within the seven-minute goal.

The LPFD requires that structures located beyond a five-minute travel time radius from the
nearest station and/or located in a zone of high fire severity (wildfire hazard) must be
equipped with automatic fire sprinkler systems.

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

The Bernal Property Phase II Specific Plan provides for the development of a 318-acre City-
owned site in open space, parks, sports fields, and a range of other civic and institutional
uses, as described in Chapter 2. The Plan site lies in an area of normal hazard risk for
wildfires. LPFD Station #4 is located on the Bernal Property, all of which lies within the five-
minute travel time goal of the LPFD and is most easily accessible by Station #4.38 Station
#4 is staffed by a four-person crew and equipped with one Type 1 fire truck and one Type 2
off-road wildland response engine.

b. Significance Criteria

Significance criteria for the proposed project's impacts on fire fighting resources are drawn
from CEQA Guidelines Appendix G (Item XIII (a); Items VII (g) and (h) relating to wildfire
hazard and emergency plans are addressed in Chapter 4. Section G). Impacts on fire
fighting resources would be significant:

[If the project would] result in substantial adverse physical impacts associated with the
provision of new or physically altered governmental facilities, need for new or physically
altered governmental facilities, the construction of which could cause significant
environmental impacts, in order to maintain acceptable service ratios, response times
or other performance objectives for fire protection.

c. Impacts

The Phase I Specific Plan provided for the development of a fire station on the Bernal
Property. No further provision of new government facilities relating to Fire Department
responsibilities would be required under the Phase II Specific Plan. Therefore, no adverse
impacts on public services relating to the Livermore-Pleasanton Fire Department are found.

d. Mitigation Measures

Since no significant impacts on public fire services would occur, no mitigation measures are
required.

37 In 2003, response times of less than seven minutes were achieved in 90 percent of structure fire cases and
86 percent of all cases. Personal communication from Stewart w. Gary, Livermore-Pleasanton Fire Chief, to
Mundie & Associates, June 15, 2005.
38 Livermore-Pleasanton Fire Department and M. St. John. LPFD - 5 Minute Travel Map. June 14, 2005.

120
