Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
M3. Public Services: Schools

The Bernal Phase II Specific Plan project area lies within the Pleasanton Unified School
District (PUSD). PUSD operates nine elementary schools (K-5), three middle schools (6-8),
four high schools (9-12), and a homeschool program, providing for the City of Pleasanton
and some outlying, sparsely populated areas. This section reviews the effect of the project
on the PUSD school system.

Phase I of the Bernal Property Specific Plan planned for the development of an elementary
school in Phase II sub-area 8 (see Figure 4, p. 12). That school, the Hearst Elementary
School at 5031 Case Street, located on the southwestern portion ofthe site, was constructed
and is currently in its fifth year of operation, with almost 65 staff members and about 650
students in kindergarten through fifth grade.

Appendix G of the CEQA Guidelines (Item XIII (a)) suggests the criterion for determining a
project's effect on school services. Impacts on public school services would be significant:

[If the project would] result in substantial adverse physical impacts associated with the
provision of new or physically altered facilities, need for new or physically altered
facilities, the construction of which could cause significant environmental impacts, in
order to maintain acceptable service ratios or other performance objectives for schools.

The conversion of Phase II Specific Plan sub-area 8 to an elementary school was addressed
in the Phase I EIR.

Phase II of the Specific Plan does not include any residential uses. Development of the
remaining Phase II lands, therefore, would not contribute new students to the PUSD. The
potential cultural arts center might include classrooms and related facilities that could
possible be shared between the City and the PUSD.

121
