Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

The Phase II Specific plan provides a conceptual park network in the Transportation
Element, Figure 5-1, also shown below as Figure 23, p. 136.

. The actual trail alignments would be more precisely aligned as various projects, such
as improvement of open space areas including the Grand Meadow, go forward.
These trails would be designed to "accommodate abundant pedestrian access
throughout the planning area" as described in the Grand Park Element (Trails Policy
1, p. 32).

The Phase II Specific Plan area would provide "trails with rest stops and staging areas" that
would be part of a "coordinated system of linkages including planted woodland and
meadows, restored and recreated channels, vegetated stormwater detention basins and
other wetlands, ... and protected view corridors" (Land Use Element, p. 11).

Both the Bernal Community Park and the Phase II Specific Plan trail network are consistent
with direction provided in the Phase I Specific Plan. They represent the current level of
project planning for these uses, which will reach a greater level of specificity as PUD
applications are prepared for individual projects in the sub-areas of the Phase II Specific
Plan.

b. Significance Criteria

Significance criteria for the proposed project's impacts on parks and recreation are drawn
from CEQA Guidelines Appendix G (Items XIV (a) and (b)). Impacts on parks and
recreation would be significant:

(1) [If the project would] increase the use of existing neighborhood and regional parks
or other recreational facilities such that substantial physical deterioration of the
facility would occur or be accelerated.

(2) [If the project would] include recreational facilities or require the construction or
expansion of recreational facilities which might have an adverse physical effect on
the environment.

c. Impacts

(1) Increase the Use of Existing Parks

The implementation of the Phase II Specific Plan and the BCP Master Plan, in line with the
direction given in the Phase I Specific Plan, would add substantially to Pleasanton's array of
recreation and park resources. In particular, it would add to the City's supply of community
park and open space facilities.

Pleasanton operates City parks, including Community Active Use Parks (three acres per
thousand residents), Community Special Use Parks (one acre per thousand residents),
and Community Open Space Parks (four acres per thousand residents).

126
