Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
N. Parks and Recreation

Pleasanton currently operates twelve community parks and 6.22 acres of community parks
per thousand residents.42 This means that the City is falling short (by about 22 percent) of
meeting its goal of eight acres of community active use, community special use, and
community open space parks combined.

Of the various types of community park facilities, the type that is most saturated at present
is sports fields, due to the popularity of team sports in Pleasanton. The development of
sportsfields as part of the Bernal Community Park (planned to include fields for baseball,
soccer, football, lacrosse, and other sports) would make a substantial contribution to allay
the City's current shortage of such facilities, and would help to even out use patterns,
avoiding the environmental effects of overuse of existing community parks. The Bernal
Community Park, and the provision of community park facilities in the Specific Plan area as
a whole, would be expected, with regard to this criterion, to have a beneficial environmental
effect.

(2) Provide Recreational Facilities that Might Have an Adverse Impact on the
Environment

A principal objective of the proposed project - the Phase II Specific Plan and the Bernal
Community Park Master Plan - is to provide planning direction for a substantial increase in
community park land and facilities in Pleasanton. It is the purpose of this environmental
document to address the broad question of the environmental impact of this project.

This impact criterion is relevant in the sense that the project would provide recreational
facilities, but the EIR as a whole addresses the issue of the environmental impact of those
facilities. In this sense, the impact criterion does not apply.

Note that each component of the Phase II Specific Plan, and each component of the Bernal
Community Park Master Plan, as it moves forward through the PUD process, will be subject
to specific consideration of applicable CEQA criteria pursuant to the environmental evalu-
ation in this EI R.

d. Mitigation Measures

No significant effects on parks and recreation have been identified; therefore, no mitigations
are needed.

42 Pleasanton population according to the California Department of Finance, City/County Population Esti-
mates, January 1,2004.
