Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
P. Utilities and Service Systems

This section reviews the infrastructure system of the Phase II Specific Plan area, sets forth
criteria for evaluating the significance of infrastructure plans and facilities, and evaluates
whether provision of the Phase II infrastructure to the project site would result in adverse
environmental effects.

1. Framework for Analysis

The Phase II Specific Plan site lies within the central area of Pleasanton. It is surrounded by
established land uses (see Chapter 4. Land Use for a description of nearby uses) to which
infrastructure has been extended over time as they have developed.

The Bernal Phase II Specific Plan area adjoins the Phase I Specific Plan area. The Phase I
Specific Plan addressed infrastructure needs of the entire Bernal Property, in the expectation
that future land use decisions would require a comprehensive infrastructure plan. The
Public Facilities and Service Element of the Phase I Specific Plan called for the provision of
the complement of "backbone" infrastructure:

"Backbone infrastructure" includes neighborhood and major collector streets
necessary for purposes of providing ingress and egress, water transmission lines,
wastewater trunk lines, primary underground utility lines and storm drainage
facilities.

The Phase I advance planning and provIsion of backbone infrastructure establish the
essential physical and policy framework for utilities on the Phase II Specific Plan site.

2. Setting

In looking ahead to the time the Bernal Property would be fully planned and development-
ready, the Phase I Specific Plan set forth basic infrastructure plans for Phase I and II sites:

. Water Supply System. Installation of an onsite potable water distribution system
consistent with the City's Master Plan and meeting City design standards. This
system is illustrated in Figure 24 (from the Phase II Specific Plan, Figure 5-1).

Phase I development was required to install the backbone water mains in (a) Valley
Avenue, (b) Oak Vista Parkway, (c) West Lagoon Road, (d) Laguna Creek Lane, and (e)
an alignment connecting that same road link to Case Avenue (through the Phase I resi-
dential development in the Eastern Area), including a water main in the roadway under-
pass ofthe Union Pacific Railway tracks that provides an extension of Valley Avenue to
junipero Street and Case Avenue.

. Wastewater Collection. Installation of an onsite sewage collection system consistent
with City design standards. This system is illustrated in Figure 25 (from the Phase II
Specific Plan, Figure 5-2).

153
