Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

Phase I development was required to install new gravity flow wastewater lines in (a) the
loop collector street in the Western Area, (b) Oak Vista Parkway, (c) Laguna Creek
Lane, and (d) an alignment connecting that same road link to the Phase I residential
development in the Eastern Area at a size that can accommodate Phase II develop-
ment. The network of wastewater lines is thus similar, though not identical to, the
water lines.

. Surface Water Management. Provision of a setback along the Arroyo de la Laguna to
accommodate a range of regional flood control improvements, while calling for reten-
tion and/or restoration of riparian vegetation and habitat. To assure flood protec-
tion, the Phase I Specific Plan called for (1) incorporating storm water detention
basins capable of detaining the increase in post-development peak runoff from both
Phases I and II development of the site resulting from a 100-year storm event and (2)
coordinating with Zone 7 on storm water release patterns to meet regional flood
control objectives.

. Solid Waste Management. The City of Pleasanton contracts with Pleasanton Garbage
Service, Inc., a private refuse hauler, for solid waste and recycling services. Pleas-
anton generated 126,420 tons of solid waste in 2000; households disposed of 24,020
tons and businesses disposed of 1 02,400 tons in 2000.45

Waste collected in Pleasanton is hauled to the Vasco Road Sanitary Landfill, a private
fill site at 4001 North Vasco Road in an unincorporated area of Alameda County. This
sanitary landfill serves Livermore and Dublin, as well as Pleasanton, and is approxi-
mately 326 acres with a disposal acreage of 222. It is permitted a maximum of
2,518.00 tons/day and has a remaining capacity of 12,279,865 cubic yards46 The
landfill is prepared to handle solid waste disposal until 2015, although there are plans
to expand the landfill before 2015 to accommodate more waste.47

The City of Pleasanton recently initiated a study to assess its recycling opportunities
and levels, scheduled to be completed in mid-2006. Pleasanton's goals for recycling
are expected to be strengthened48

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

The Phase II Specific Plan, in Chapter 6. Public Facilities Element, reaffirms key infrastruc-
ture objectives and policies of the Phase I Specific Plan, including those addressing water
conservation, minimization of wastewater flows and assurance of sewage treatment and
disposal capacity.

45 Integrated Waste Management Board, jurisdiction Profile for City of Pleasanton http://www.ciwmb.
ca.govjProfiles/Juris/JurProfilel.asp?RG-C&jURID-381&JUR~Pleasanton, accessed on january 9, 2006.
46 California Integrated Waste Management Board, Facility/Site Summary Details: Vasco Road Sanitary Landfill
(01 .M-OOl 0)" http://www.ciwmb.ca.gov/SWI S Idetail.asp?PG~DET&SITESCH~01 -M.OOl o&.OUT -HTM L,
accessed on January 18, 2006.
47 Raddall, Donna, Vasco Road Sanitary Landfill, personal communication with Mundie & Associates, January
9,2006.
