City of Pleasanton
Bernal Property Phase II Specific Plan EI R

Key similarities and differences can be summarized as follows:

. The Project (Figure 6, p. 24) includes a cultural arts center (9.2 acres) in sub-area 1,
no train station, cultivated agriculture in sub-area 7 (9.2 acres), and a 1.5 acre park-
and-ride in sub-area 12. It includes somewhat less open space (102.9 acres) than
Alternative 1 but considerably more new wetland (25 acres) than either of the
alternatives.

Operationally, unlike Alternative 1, the project does not propose sharing of its parking
resources with the ACE Train Station across Bernal Avenue or a provision for enhanced
pedestrian access between these uses.

. Alternative 1 (Figure 7, p. 25), like the project, includes a cultural arts center (9.2
acres) in sub-area 1, no train station, and a 1.5-acre park-and-ride lot in sub-area 12.
It includes more open space (134.1 acres) and somewhat less cultivated agriculture
(3 acres) than either the project or Alternative 2.

Operationally, Alternative 1 includes sharing of its parking resources with the ACE
Train Station across Bernal Avenue and enhanced pedestrian access between these
uses.

. Alternative 2 (Figure 8, p. 26), devotes a larger area of the site (21 acres) to the
cultural arts center and locates that use in sub-area 6 toward the center of the Central
Area rather than in sub-area 1 toward the downtown. It includes the ACE train
station with its own parking on the site in sub-area 2, and it has no park-and-ride
facility. The Bernal Community Park would be smaller by 6.2 acres than in the project
and Alternative 1. Alternative 2 also includes less open space (100 acres) than the
other two plans, and a smaller area of new wetlands (11.2 acres) than the project but
a larger area than in Alternative 1.

3. Other Project Alternatives

The alternatives outlined above represent theoretically possible land use and siting options
for the site. Additional theoretically possible alternatives include (a) a "no project"
alternative, (b) a "no development" alternative, and (c) an alternative site for the project.

a. Alternative 3: Alternative Project for the Site

An alternative of a different project is provided by the land use plan shown in the Phase I
Specific Plan Land Use Diagram. This is the "no project" alternative as required by CEQA:
"no project," in the sense that, if Pleasanton does not adopt the Phase II Bernal Property
Specific Plan, then the Phase I Specific Plan conceptual planning guidance for the Phase II
area would remain applicable (CEQA Guidelines (~15126.6 (e)). Figure 9 (p. 27) shows the
Phase I Specific Plan Land Use Diagram and its conceptual guidance for Phase II lands. As
noted in the discussion in Chapter 3, the Phase I plan for the 318-acre site differs from the
Phase II plan in the following significant ways:

. Golf In the Western Area, the lands in Phase II sub-areas 11 through 16 that are
designated as "Potential Golf Course" in the Phase I land use diagram.

164
