City of Pleasanlon
Bernal Property Phase II Specific Plan EI R

g. Hazards and Hazardous Materials

The assessment of impacts on hazards and hazardous materials presented in Chapter 4 also
applies to Alternatives 1 and 2.

h. Hydrology and Water Quality

The assessment of impacts on hydrology and water resources presented in Chapter 4 also
applies to Alternatives 1 and 2.

i. Land Use and Planning

The assessment of impacts on land use and planning presented in Chapter 4 also applies to
Alternatives 1 and 2.

J. Noise

The assessment of impacts on noise presented in Chapter 4 also applies to Alternative 1.
The site plan for Alternative 2 raises two noise issues that would not arise for the project or
Alternative 1.

(1) Potential Cultural Arts Center

Alternative 2 places a key, potentially noise-sensitive use, the cultural arts center, at a
location much closer to 1-680. For this reason, site planning for the CAC under Alternative 2
would involve a different set of strategies than for the project and Alternative 1. These
strategies include:

. Berming along 1-680 above the existing grade, to screen noise at its source

. Excavating the site of the potential amphitheater below grade, so that noise that passes
above the berm will, to the degree the site is depressed, also pass above the uses

. Designing the indoor theater so that the roof of the building would be angled upward
away from 1-680, causing freeway noise to bounce back toward the west and upward.

In spite of the fact that the CAC site under the project and Alternative 1 is much farther
from 1-680 than under Alternative 2, the sub-area 1 site is still noise-affected, given its
adjacency to Bernal Avenue, its proximity to the UPRR, and the fact that the noise
contours associated with 1-680 extend deep into the Bernal site. With the site planning
features described for Alternative 2, noise impacts on the CAC would possibly be no
greater than for the project and Alternative 1 and, depending on the details of the
mitigation measures, could actually be less. Further reduction would be possible, if
desired, by utilizing high STC-rated construction,53 which could reduce interior noise
levels for any of the structures potentially provided in the Specific Plan area.

53 STC: Sound Transmission Class. Many building materials, including windows, are specified with STC
ratings. Standard windows are considered to be STC 28 for residential, with higher specifications for
commercial. Cost rises with the rating level.

176
