Draft Environmental I mpact Report
Bernal Property Phase II Specific Plan

urban development with high peak period trips rates, the Phase II development would have
a cumulative traffic impact much reduced from the earlier forecast. By extension, it can
reasonably be asserted that the cumulative impacts of the Phase II Specific Plan are consid-
erably reduced from the levels anticipated in the 1997/2000 EIR.

3. Analysis of Cumulative Impacts

The public and quasi-public uses proposed in the Phase II Specific Plan would involve less
construction, more open space, and more extensive incorporation of environmental features
(including wetlands, riparian areas, and created or restored woodland areas) than was
envisioned for the site either in the 1996 General Plan or in earlier EIR. For this reason, the
prior assessments of the cumulative impacts of the development of this site can be
assumed to have accounted for potential cumulative impacts.

In addition, the Phase II Specific Plan has integrated mitigation measures into the Plan
document, thereby reducing or eliminating adverse impact that might otherwise result. The
Bernal Community Park Master Plan, which must be consistent with the Specific Plan and
its mitigation program, would be required to observe the mitigation measures incorporated
into the Specific Plan.

Overall future development in Pleasanton, including development of this site, has been
incorporated into the impact analysis presented in Chapter 4 of this document. The cumula-
tive impacts of the Phase II Specific Plan are identified in the summary below.

Table 16 summarizes the cumulative impacts identified in Chapter 4.

1. Growth Inducement Framework

a. CEQA Requirements

The State CEQA Guidelines (~15126(gJ) indicate that EIRs should address whether the
proposed project could foster economic or population growth, or the construction of addi-
tional housing, either directly or indirectly (such as by infrastructure expansion), in the
surrounding environment.

b. Background

As discussed above, the development of this site has already been assumed in planning
efforts undertaken by the City of Pleasanton and by subregional agencies. Pleasanton's
General Plan, which designates the area for preparation of a specific plan, took account of
the development potential of the site in looking ahead to the City's future buildout condition
in the comprehensive update of 1986 and 1996.

182
