Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

2. Assessment of Growth-Inducing Impacts

Growth inducement effects are typically the consequence of population growth, employment
growth, or infrastructure expansion.

Chapter 4, Part L, discusses the potential of the Phase II Specific Plan to cause housing,
population, and/or economic growth, finding as follows:

. The project does not include a residential development component, and therefore
would not directly result in housing or population growth.

. The project would have onsite employment in the public and quasi-public uses it
would provide. However, the numbers of employees would be considerably lower
than would be expected with a conventional private development, so that the result-
ing direct increase in Pleasanton employment is not expected to be substantial.

. The project's indirect effect on Pleasanton population is not judged to be significant
in view of the Specific Plan's minor contribution to local employment in combination
with the residential patterns of Pleasanton job-holders (a significant proportion of
whom live outside Pleasanton).

For these reasons, the Specific Plan would not have a growth-inducing effect relating to
population and employment.

Chapter 4, Part P, discusses the infrastructure service provision to the Phase II Specific Plan
area. No infrastructure expansion would be needed to serve the development proposed for
the site. Therefore, there would not be a growth-inducing impact of the Specific Plan
relating to infrastructure.

1. Significant Environmental Effects That Cannot Be Avoided
If the Project Is Implemented

This EIR identifies potentially significant environmental effects resulting from development
that would be permitted by the Specific Plan. The Phase II Specific Plan includes
appropriate mitigation measures to reduce the potential impacts to less-than-significant
levels, with the following exceptions:

. Agriculture. Conversion of agricultural lands on the site to urban use, together with
other such conversions in Alameda County, would be an unavoidable cumulative
adverse impact.

. Transportation. At four intersections, under some scenarios, no feasible mitigation
measures are identified that can fully reduce the impacts to a less-than-significant
level. At these intersections, the project would contribute to unmitigatable impacts.

184
