Draft Environmental Impact Report
Bernal Property Phase II Specific Plan EIR

where exterior noise levels would exceed the normally acceptable noise level standard (60
L). Where noise levels would remain below the normally acceptable noise level standard
";ith the project, noise level increases of 5 L. or greater would be considered significant.

Table E3
Land Use Compatibility for Community Noise Environment

Land Use Cate 0
Residential, Hotels, and Motels

Exterior Noise Ex osure: Ldn or CNEL, dB*
55 60 65 70 75 80

Outdoor Sports and Recreation,
Neighborhood Parks, and
Playgrounds
Schools, Libraries, Museums,
Hospitals, Pers. The Community Noise Equivalent level (CN El) is a 24-hour average
which includes both an evening and nighttime weighting.

Normally acceptable: Specified land use is satisfactory, based upon the assumption that any
buildings involved are of normal convention construction, without any special insulation
re uirements.

Unacceptable: New construction or development should generally not be undertaken because
miti ation is usuall not feasible to com I with noise element olicies.

Conditionally acceptable: Specified land use may be permitted only after detailed analysis of the
noise reduction re uirements and needed noise insulation features included in the desi n.

Source: City of Pleasant on General Plan, Table VI 11-3, 1996

Note also that Section 1208 of the 1998 California Building Code establishes a maximum
interior noise level of 45 L in new multi-family housing. Where exterior noise levels exceed
60 L. a report must be submitted with the building plans describing the noise control
measures that have been incorporated into the design of the project to meet the noise limit.

E4
