Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

12,200 AM and 13,500 PM peak hour vehicles trips in Pleasanton or an 18 percent increase
over existing conditions. Outside Pleasanton, growth projected for the year 201 0 was
applied.

For the cumulative (buildout) condition, the growth projected in the General Plan was used.
This growth would result in an increase of 21,600 AM and 24,900 PM peak hour trips in
Pleasanton or a 34 percent increase over existing conditions. Outside Pleasanton, growth
projected for the year 2025 was used.

Outside Pleasanton, the model forecasts are consistent with the Contra Costa County
Transportation Agency and Metropolitan Transportation Commission land use growth
assumptions.

Regarding roadway and intersection improvements, for the existing plus approved scenario
reference should be made to Section 3.5 of the City of Pleasanton Annual Baseline Traffic
Report 2003. This report also cites major roadway and freeway improvements identified in
the General Plan and other regional planning documents. Moreover, Section 4.7 of the
report identifies additional improvements needed to improve most locations to meet the
City's LOS D standard.

Modeling Approach

This analysis required the use to two transportation planning and operational tools. The
City's TRANSCAD travel demand model forecasts roadway and intersection turning
movement volumes. The peak hour intersection turning movement volumes are imported
into the City's Synchro peak hour intersection model. The various steps in this analysis is
outlined below.

1. The Existing+Approved AM and PM peak hour traffic conditions were determined
at the 48 study intersections. The existing+approved traffic volumes were provided
by the City of Pleasanton in the associated Synchro traffic analysis software files.
The peak hour Levels of Service (LOS) were then calculated for the 48 study
intersections.

2. The Existing+Approved+Project traffic conditions were then estimated for the
Bernal Phase II project. This involved estimating the project's trip generation and
trip distribution; adding the project's peak hour trips to the Existing+Approved
peak hour volumes; and calculating the peak hour LOS for the 48 key intersections.

3. The project includes the construction of a new roadway (Pleasanton Avenue) that
connects Bernal Avenue at the north with Valley Avenue to the south. The
background traffic projections at each of the analysis intersections were adjusted to
reflect the diversion of traffic to the new roadway. The diversion was determined
for both the existing plus approved plus project and cumulative conditions.

4. The level of service results were then analyzed to determine if any mitigation
measures would be needed to maintain an acceptable peak hour LOS (LOS D or
better) at the study intersections for the Existing+Approved+Project analysis
scenario.

F2
