Appendix F
Transportation Analysis

lane roadway, then reduces to four lanes between 1-680 northbound ramps and Meadowlark
Drive. From Meadowlark Drive to the west end of the Arroyo de la Laguna bridge, Bernal
reduces to two lanes and the speed limit becomes 25 to 35 miles per hour. From the west
end of the Arroyo de la Laguna bridge to Foothill Road, Bernal increases to three lanes, two
westbound and one eastbound. From Case Avenue to 1-680 southbound ramps, there is a
raised, landscaped median separating directional traffic flow. From 1-680 southbound
ramps to Meadowlark Drive, the median is striped. There is no median from Meadowlark
Drive to Foothill Road.

Foothill Road is a two-lane, north-south arterial roadway located west of the 1-680 freeway
with a posted speed limit of 40 miles per hour. On-street parking is prohibited on this
roadway. From Bernal Avenue to the southern city limit, Foothill Road is bordered by large,
single-family, detached homes, gated residential communities, and the Castlewood Country
Club.

Sunol Boulevard is a predominately four-lane, north-south arterial roadway for which on-
street parking is prohibited in our study area. Between Castlewood Drive and 1-680
northbound ramps, there are two travel lanes and no median. From 1-680 northbound
ramps to 5875 Sunol Boulevard (between Sycamore Road and Sonoma Drive), the roadway
increases to four travel lanes and is divided by a raised, landscaped median with a posted
speed limit of 40 miles per hour. From 5875 Sunol Boulevard to junipero Street, the posted
speed limit is 35 miles per hour and the median is striped as a shared turn lane.

Junipero Street from Sunol Boulevard to Case Avenue is a two-lane, east-west residential
street with a posted speed limit of25 miles per hour. Parking is allowed on the north side of
the street and is unrestricted.

Case Avenue between J unipero Street and Bernal Avenue is a two-lane, north-south
residential street with a posted speed limit of 25 miles per hour and on which Phoebe
Apperson Hearst Elementary School and Pleasanton Middle School are located. Between
junipero Street and the middle school, the roadway is separated by a striped median and
allows on-street parking with a four-hour weekday time limit. From the middle school to
Bernal Avenue, the median becomes a shared turn lane and on-street parking with a four-
hour weekday time limit is only allowed on the East side of the street.

Valley Avenue is a north-south roadway from Bernal Avenue to its southern termination. It
is primarily a residential street that is in the process of being extended across the Union
Pacific Railroad tracks, eventually connecting to Case Avenue/junipero Street. Currently,
Valley Avenue ends at Laguna Creek Lane. From Bernal Avenue to the first traffic circle
north of Wild Rose Place, it is a five-lane roadway (four lanes northbound, one lane
southbound) separated by a raised, landscaped median with a posted speed limit of 25
miles per hour. This segment of the roadway contains a gas station and fire station and no
on-street parking is permitted. From the first traffic circle north of Wild Rose Place to Oak
Vista Way, Valley Avenue reduces to a two-lane roadway with a raised, landscaped median
and contains two traffic circles and unrestricted on-street parking on the East side of the
roadway. From Oak Vista Way to its southern end, the speed limit increases to 35 miles per
hour and the two-lane roadway is separated by striping. On-street parking is not allowed
and there is currently no development on this segment

F9
