ever, the State Water Resources Control Board' (SWRCB) states in Water Quality
Order No. 2003-OOO5-DWQ (the Phase II General Permit for Small Municipal Separate
Storm Sewer Systems) that "a water table distance separation of ten feet depth in
California presumptively poses negligible risk for storm water not associated with
industrial activity or high vehicular traffic."

The depth to groundwater at the Specific Plan area is approximately 20 to 25 feet below
the ground surface (DEIR p. 86). It is expected that the separation between the
potential source of urban pollutants (the parking lot surface) and the groundwater
table at the site would provide adequate protection of groundwater quality. The separa-
tion between source and groundwater at the Specific Plan area would be approximately
twice the distance recognized by the SWRCB as being generally protective of ground-
water quality.

It should also be noted that, if permeable pavement or pavers are utilized, that
surface treatment would be implemented in conjunction with subdrains that would
be connected to the storm drain pipe system. Elsewhere in Pleasanton, permeable
paving has been considered as a potential water quality feature, providing filtration of
storm water prior to discharge to the storm drain collection system.

A 7 Comment:
Chandra Kittusamy expressed concern about the potential impacts on the neighbor-
hood of the park-and-ride lot.

Response: .
Noise. With respect to possible noise impacts of a park-and-ride lot in sub-area 12,
adjacent to the 1-680 entrance to the Western Area at Bernal Avenue, the EIR notes
(p. 100) that existing ambient noise levels in the area are high due to the proximity to
1-680 and Bernal Avenue. Parking lot noise such as people accessing and leaving the
site, engines starting, conversations, and doors slamming would be anticipated. The
closest noise sensitive uses are residences located several hundred feet or more away
from the proposed park-and-ride lot. Noise levels generated at the park-and-ride lot
would not be out of context with the existing environment at the site and would not
typically be audible above the existing noise environment at nearby noise-sensitive
uses.

Circulation. Access to the park-and-ride lot would be off West Lagoon Road. The
DEI R (p. 142) calls for access to the park-and-ride lot to be located so as to accom-
modate adequate vehicle storage capacity on West Lagoon Road northbound at
Bernal Avenue.

A 8 Comment:
Commissioner Roberts expressed concern that the DEIR did not address the
positioning of the possible cultural arts center. She also observed that the DEIR did
not evaluate the economic benefit of the cultural arts center.

Response:
Alternative 2 of the DEI R identifies and evaluates an alternative site for the potential
cultural arts center along Valley Avenue (pages 161-180). Pages 178-180 evaluate the
potential traffic impacts of Alternative 2, and the last paragraph of page 178 discusses the

7
