For the sports fields and the amphitheatre, given the distance between the use and
the nearest residences and the arrangement of the uses (for example, the orientation
of the amphitheatre stage away from residences), noise impacts on offsite uses
would not be expected to exceed City General Plan standards, As planning for noise-
generating uses on the site proceeds, attention needs to be paid to their potential
effects on adjacent project uses, as well as offsite uses, Potential noise sensitive uses
on the site would include the cultural arts center and the youth/community center.

Compliance with Policy 4 of the Pleasanton General Plan requires that noise be
controlled at its source to maintain existing noise levels and in no case to exceed
acceptable noise levels as established in the Noise and Land Use Compatibility
Guidelines (Table VIII-3) of the General Plan, While the Specific Plan describes the
noise attenuation measures built into the Plan, the General Plan's noise requirements
would also govern the project. To formalize the City's General Plan noise requirements
as applicable to the Specific Plan and the Bernal Community Park Master Plan, it is
recommended that the following policy be added to the Specific Plan:

Noise Attenuation Policy 7: Noise Reduction Measures, The design and operation of
any outdoor use that would attract significant numbers of spectators and/or utilize
amplification shall be subject to site-specific noise study during the Plan review stage
of the project, Upon completion of the study, a qualified noise consultant may
recommend noise reduction measures that could include structural measures (the
inclusion of berms, etc, in the design, recommended building or structure orienta-
tion, and/or interior noise reduction measures for adjacent project uses) and/or
operational measures (the limiting of the number or types of events, the regulation of
event hours, and/or the limiting of amplified sounds),

A 17 Comment:
Commissioner Fox noted that the sports field maintenance may result in the early
morning lighting of those sports fields equipped with lights, She would like clarifica-
tion regarding the specific hours,

Response:
The Parks and Community Services Department reports that maintenance offacilities
used at night is sometimes scheduled for early morning hours, as early as 4:00 AM,
Staff of the Department indicate that such lighting at Pleasanton Sports Park occurs
on a few weekends a year, The effects of maintenance-related lighting in the pre-
dawn hours are minimized in several ways:

. Provision of lighting fixtures that "target" the field area and minimize spillover
lighting, (Pleasanton Sports Park fixtures were replaced by fixtures that cast more
"targeted" light about three years ago, and complaints about early morning
lighting have dropped since that time to nearly zero,)

. Lighting the fields farthest away from residences rather than those that are closest.

. Utilization of portable work lights in lieu of the pole lights,

15
