It is recognized that some Fairgrounds users may seek to park at Bernal parking lots
similarly to the way they do at the City Library and City Hall parking lots, city streets,
and private parking lots to the west of the Fairgrounds,

C 7 Comment:
Given the number of children that currently travel along the south side of Bernal
Avenue to Pleasanton Middle School, are there provisions for installing or upgrading
sidewalks along either side of Bernal Avenue?

Response:
The Specific Plan (Figure 5-4) and the Park Master Plan (Figure 2) indicate that the
trails are planned to accommodate access for school children along the south side of
Bernal Avenue to the elementary and middle schools located on Case Avenue,

No sidewalks are planned along the north side of Bernal Avenue adjacent to the
Fairgrounds, where provision of sidewalks could introduce potential pedestrian/
parking lot access and egress as well as truck delivery conflicts,

Issues relating to storm water drainage conditions along the north side of Bernal
Avenue adjacent to the Fairgrounds would also raise safety concerns,

Since the matter of providing safe access to schools is of utmost concern to the City,
it is recommended that the following policy guideline be added to the Phase II
Specific plan:

Guideline 5.4: The provision of safe and convenient pedestrian and bicycle access for
children traveling to and from school through the Bernal Property shall be of the
highest priority,

C 8 Comment:
Given the location of the Bernal Fire Station, will all signalized intersections be
equipped with priority control system devices to expedite public safety responses?

Response:
The City maintains an emergency vehicle preemption system at every traffic signal in
the City, This system works in conjunction with equipment in operation on all of the
City's Police Cars and Fire Trucks,

C 9 Comment:
While the project proposes adding an additional travel lane along Bernal Avenue at
key sections, it provides no specific mitigation measures for the unsatisfactory LOS
for Bernal Avenue at 1-680 southbound under the cumulative condition,

Response:
Additional travel lanes along Bernal Avenue are not proposed, only turn lanes at the
Pleasanton Avenue intersection,

See DEIR p, 41, A new traffic signal is proposed, as is widening the on-ramp to
accept a double westbound left turn lane, The PM LOS would be satisfactory (LOS
D); the AM LOS would be satisfactory (LOS D) for all movements except the offramp
right turn movement (LOS E), for which no practical mitigation measure was found,

19
