sis is generally the weekday peak periods (see, for example, the comment letter from
the Alameda County Congestion Management Agency, whose focus is on the PM
peak), it is typical for transportation models not to include weekends; as a conse-
quence, weekend traffic counts are also lacking,

It is recognized that cumulative impacts may occur when major activities/events at
the Fairgrounds coincide with events at the project site, Therefore, coordination
between Pleasanton and the Fairgrounds will be needed, See Response C4,

C 4 Comment:
The DEIR is silent regarding the potential for patrons of events at the Fairground to
park for free at the project (to avoid parking fees at the Fairgrounds) and then walk
across Bernal Avenue at Pleasanton Avenue or other locations along Bernal Avenue,

Response:
The parking issue raised would apply only to future parking lots along the extension
of Pleasanton Avenue, since no parking is permitted along Bernal Avenue and no
street parking would be permitted along the extension of Pleasanton Avenue,

The Specific Plan recognizes the need for coordination of activities between the
Specific Plan/Bernal Community Park site and the Fairgrounds: See Specific Plan, p,
31, Off-site Coordination Policy 1, Guidelines 1,1,1,2, and 1,3 regarding coordination
of City/Fairgrounds events,

The City intends to work closely with the Fairgrounds to limit the numbers of Fair-
grounds patrons seeking free parking at the Bernal Property, However, since the,
Bernal parking lots will be public, the options for limiting public parking are consid-
erably reduced, The posting of signs at Bernal parking lots indicating that the lots are
for Bernal activities will probably be necessary on occasion,

C 5 Comment:
Will signalized intersections accommodate large numbers of pedestrians who will
walk to the Fairgrounds from the project?

Response:
City signalized intersection phasing and striping standards require intersections to
safely accommodate the pertinent pedestrian volume demand,

C 6 Comment:
Has the design and location of the project's parking lots taken into consideration the
number of Fairgrounds patrons who will seek to park at the project site for free?

Response:
Design and siting of the Bernal parking lots have carefully taken the Fairgrounds into
account as well as a variety of other considerations, including: proximity to the facili-
ties they serve, access to the Bernal property interior street system, traffic calming
patterns, bus stop locations, preservation of open space lands, safety to park facility
users, etc, A Fairgrounds representative was appointed by the Pleasanton City
Council in late 2000 to both the Bernal Property Specific Plan Task Force and to the
Bernal Community Park Master plan Task Force to participate in the planning efforts
by providing input of this nature,

18
