analysis demonstrating the effects of the traffic generated from project on both the 1-
680 Bernal Avenue southbound and northbound off-ramps, Adequate queue storage
is required so that there is no impact to vehicles exiting 1-680, Will the new traffic
signal be under the city's jurisdiction?

Response:
With respect to storage capacity on the 1-680 offramps:

AM Southbound: The 95th percentile storage requirement during the AM peak hour
on the southbound offramp is 576 feet. Since the distance from the beginning of
the offramp to the point where the left and right turn movements disperse on the
ramp is 1,090 feet, there would be adequate storage available on the ramp to
accommodate the cumulative with-project traffic within the existing ramp
configuration,

PM Northbound: The 95th percentile storage requirement during the PM peak hour
on the northbound offramp is 237 feet. Since the length of storage from freeway
exit merge to Bernal Avenue is 1,280 feet, there would be adequate storage
distance available on the ramp to accommodate the cumulative with-project
traffic within the existing ramp configuration,

These estimates are based on the City of Pleasanton Synchro model queuing analysis,

The new traffic signal at Bernal Avenue @ 1-680 southbound is expected to be under
the jurisdiction ofCaltrans,

H 6 Comment:
Implementing intersection improvements will not be sufficient to maintain LOS D or
better conditions under the Cumulative + Project scenario at Bernal Avenue @ 1.680
southbound, How does the city address the mitigation measures for improving LOS
Bernal Avenue @ 1-680 southbound, in particular, and other state highway facilities,
in general, given that LOS is impacted by the City plans?

Response:
The City of Pleasanton has adopted level of service criteria directed at maintaining
LOS D or better conditions, Under cumulative conditions, the intersection of Bernal
Avenue at 1-680 southbound is projected to operate at worse than LOS D, The City is
currently implementing an update of its General Plan, As part of this effort, consid-
eration is being given to refining land use policies and/or amending the Circulation
Element of the General Plan to maintain LOS D at all impacted intersections that
serve the City of Pleasant on,

The Phase II Specific Plan, under Transportation Improvement Policy 3 (p, 60),
requires that new development within the Planning Area shall provide funding for its
fair share of regional and city-wide transportation facility improvements,

H 7 Comment:
The potential park-and-ride commuter parking lot/trail staging area would provide a
double benefit to the community while not in conflict with each other. The proposed
park-and-ride commuter parking lot would encourage solo drivers to carpool or
possibly take transit. During the design of the park-and-ride facility, the developer
should contact transit service to incorporate transit features if applicable and

35
