Report for the Bernal <br />Property Ph II Specific Plan and the Bernal Community Park Mastn Plan <br /> <br />Dear Mr, Rasmussen: <br /> <br />Thank you for the opportunity to comment on the City of Pleasanton's Notice of <br />Preparation of a Draft Environmental Impact Report (DEIR) for the Bernal Property Ph <br />II Specific Plan and the Bernal Community Park Planned Unit Development (PlJD) <br />Master Plan, The 318-acre Specific Plan project site is bisected by 1-680 and borders the <br />south side of Bernal A venue, The Bernal Property Ph II Specific Plan calls for the [ong- <br />term development of a variety of public facilities to be developed within an open <br />space/park-like setting at the 318-acre City-owned portion of the Bernal Property in <br />Pleasanton, Potential uses include agriculture, childcare, cultural arts, community <br />garden, Native American reflective area, open space, park and recreational uses, park- <br />and-ride commuter parking lot, public infrastructure and utilities, educational facilitics, <br />trails, environmental education center, teen/community center. and other pot~ntial <br />public and quasi-public uses, The Bernal Community Park PUD Master Plan area <br />consists of ftpproximatcly 50 acre~ located vvithin t~e eastern p!.Jrtion of the Phase II <br />Specific Plan area, The Community Park is proposed primarily for use as sports fields <br />and related facilities, <br /> <br />Page 139, Section 0- Transportation and Traffic of the DEIR states that the review of <br />the CMA Model found that the model includes significantly higher vehicle trip <br />generation for the project site than the proposed project generates (2,727 PM Peak hour <br />trips from the CMP model versus 715 trips generated by the project), There!'lre, no <br />CMA analysis is required, <br /> <br />In this regard please see page 2 of the attached CMA response to the NOP of a OE1R <br />dated September 2],2005 that states the following: <br />
