Mr. Wayne Rasmussen
March 22, 2006
Page 2

o If the City chooses to use an alternative model other than the Alameda Countywide
Model for traffic impact analysis, then for the purposes of the CMP Land Use
Analysis Program, it should be demonstrated that the selected model output traffic
volumes are conservative compared with the Alameda Countywide Model, with
regard to the MTS roadways that are required to be analyzed, This comparison
should be included in the environmental document,

62,

The Land Use Analysis Program of the Congestion Management Program (eMP)
requires that "the jurisdictions must address all potential impacts of the project on the
Metropolitan Transportation System (MTS)",

Regarding which model to use for the CMP analysis, if a model other than the
countywide model is chosen, then it should be conservative in terms of traffic volumes
on the specified MTS roadways, which should be demonstrated and documented in thc
EIR, Typically, the countywIde model being a regional model tends to generate
relatively less traffic volume on a roadway in and around a city compared to a city
model, which would be more detailed, Since this is not the case here, and if the
countywide model is still not chosen for the CMP analysis, reasons for why the
countywide model is generating high volume of trips than the city model and why it is
not acceptable for impact analysis should be included in the ElR,

The DEIR neither ,analyses which model is conservative to use for the CMP analysis
nor includes the required CMP analysis on the specified MTS roadways as mentioned
in the above CMA's letter. Please note that the purpose of the Land Use Analysis
Program of the CMP is to identifY the impacts of the large scale projects that generate
over 100 p,m, peak hour trips over and above the existing conditions on the MTS
roadways, Since the proposed project meets this criterion, the EIR document should
include the CMP analysis on the specified MTS roadways as in the attached responsc,

Thank you for the opportunity to comment on this Draft EIR for the above project.
Please do not hesitate to contact me at 5 I 0/836-2560 ext. 24 if you require additional
inforn1ation.

Sincerely,

~

Saravana Suthanthira
Associate Transportation Planner

cc: file: CMP - Environmental Review Opinions - Responses - 2006
