Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
C. Air Quality

e. Summary of Impacts and Mitigation Measures Relating to Agriculture

Significance after mitigation: S =significant; LS = less than significant; (C) = contributes to cumulative impact.

1m act
Bl, Conversion of Bernal Property
lands to urban uses would
have an adverse impact on
agricultural resources, both for
the project (the Specific Plan)
and cumulatively,

Miti ation Measure
No practical mitigation meas-
ures are available that are
consistent with the purposes
ofthe project.

SIC

1. Framework for Analysis

Development on the Bernal Property will be associated with activities that cause air
pollution, The level of activity involved (vehicle trips, soil disturbance) would affect the air
pollution levels associated with project development. The evaluation of air quality impacts
is guided by the guidelines and procedures established by the Bay Area Air Quality
Management District (BAAQMD), implementing the federal Clean Air Act and the California
Clean Air Act (1988),

2. Setting

Project impacts on air quality are affected by the characteristics of the broader area, primarily
topography and climate, A description of the physical and institutional setting of the Bernal
Property from an air quality perspective is presented in the 1997/2000 EIR, pp. 211-214,
hereby incorporated by reference,

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

The Bernal Specific Plan Phase II site would be devoted to public uses as described in the
Specific Plan (see Chapter 2 and the use descriptions in Appendix B), Air quality effects of
implementing the Phase II Specific Plan could potentially include dust during grading and
construction, emissions of construction and maintenance equipment, and emissions of
vehicles traveling to and from the site.

Because the development of the site is anticipated to occur over a period of years, the air
quality effects would be variable over time. With respect to dust generation, initial site
grading and development of individual uses could both be dust generators; with respect to

49
