Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

vehicle emissions, emission levels would depend on trip generation, which will not reach its
maximum level until site buildout.

b. Significance Criteria

CEQA Guidelines state that, where available, the significance criteria established by the
applicable air quality management or air pollution control district may be relied upon to
make the determinations of significance, The Guidelines (Appendix G (Items "I (a), (b), (c),
(d), and (e)) list five criteria applicable to the determination of whether a project would have
a significant impact on air quality:

(l) [If the project would] conflict with or obstruct implementation of the applicable air
quality plan,

(2) [If the project would] violate any air quality standard or contribute substantially to
an existing or projected air quality violation,

Construction activities are considered to have the potential to cause local
exceedances of the PMlO standards (criterion 2 above), The BAAQMD signifi-
cance threshold for construction dust impacts is based on the appropriateness of
construction dust controls, The BAAQMD guidelines provide feasible control
measures for construction emission of PMlO, Because the Specific Plan calls for
the implementation of appropriate construction controls (discussed below),
construction-related emissions would be considered less than significant,

(3) [If the project would] result in a cumulatively considerable net increase of any
criteria pollutant for which the project region is non-attainment under an appli-
cable federal or state ambient air quality standard (including releasing emissions
which exceed quantitative thresholds for ozone precursors).

BAAQMD CEQA Guidelines7 provide that a project that generates criteria air
pollutant emissions8 in excess of 15 tons/year or 80 pounds/day for reactive
organic gases (ROG), nitrogen oxides (NOx), or PMlO would have a significant air
quality impact, and that any proposed project that would individually have a sig-
nificant air quality impact would also be considered to have a significant cumula-
tive air quality impact, A project with emissions less than the quantified thresh-
olds of significance may still have a significant cumulative impact if it would be
judged to conflict with or obstruct implementation of the regional air quality plan,

Although both federal and state standards for PM2.$ (particulate matter, 2,5
microns) have been established, the BAAQMD has not developed a threshold of
significance for this pollutant. For this analysis, PM2,$ impacts would be
considered significant if project emissions of PMlO exceed 80 pounds per day,

7 Bay Area Air Quality Management District, BAAQMD CEQA Guidelines: Assessing the Ai, Quality Impacts of
Projects and Plans, 1996 (revised 1999),
8 Major criteria pollutants include reactive organic gases (ROG), nitrogen oxides (NOx), and particulates
(PM10), Characteristics, health effects, and sources of these pollutants are described in the 1997/2000 EIR,
Table 4, and applicable federal and state standards in Table 5.

50
