Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

erosion over exposed earth surfaces, Grading and earthmoving activities comprise the
major source of construction dust missions, but traffic and general disturbance of the soil
also generate dust emissions,

The effects of construction activities would be increased dustfall and locally elevated levels
of PMlO near the site of construction activity. Depending on the weather, soil conditions,
the amount of activity taking place, and nature of dust control efforts these impacts, could
affect existing sensitive receptors near the project or within previously-completed portions of
the project site, Without mitigation, project construction impacts are considered to be a
temporary potentially significant impact within a localized area.

The Specific Plan, Chapter 7, includes a policy requiring compliance with Best Management
Practices to control construction-related dust emissions during all phases of site preparation
and construction, For this project, Best Management Practices consist of the preparation
and implementation of a Dust Control Plan to control dust during all phases of construc-
tion, The following measures are to be included in the plan:

. Water all active construction areas at least twice daily or as necessary to minimize dust,

. Pave, apply water as needed to avoid visible dust clouds, or apply (non-toxic) soil stabiliz-
ers on all unpaved access roads, parking areas and staging areas at construction sites,

. Sweep daily (with water sweepers) all paved access roads, parking areas and staging
areas at construction sites or as necessary to minimize dust.

. Sweep streets daily (with water sweepers) if visible soil material is carried onto adjacent
public streets,

. Hydroseed or apply (non-toxic) soil stabilizers to inactive construction areas (previously-
graded areas inactive for ten (10) days or more) as needed to avoid visible dust clouds,

. Enclose, cover, and water as needed to avoid visible dust clouds or apply (non-toxic) soil
binders to exposed stockpiles (dirt, sand, etc,)

. Limit traffic speeds on unpaved roads 15 mph,

. Install sandbags or other erosion control measures to prevent silt runoff to public
roadways,

. Replant vegetation in disturbed areas as quickly as possible,

With these measures incorporated into the Specific Plan, construction-related dust and
PMlO effects would be less than significant.

(3) Project-Related Pollutant Emissions Affecting Regional Air Quality

Development of the project site would impact regional air quality. The effect of development
would be primarily indirect, i.e" related to vehicle trips attracted to or generated by
recreational, institutional, public, and open space uses at the site,

Project-related automobile emissions have been calculated using the URBEMIS-2oo2
computer program developed by the California Air Resources Board, The incremental daily
emission associated with project-related traffic is shown in Table 4 for reactive hydrocarbons
and oxides of nitrogen (two precursors of ozone) and PMlO, A description of the URBEMIS-
2002 model and the assumptions made in its use are included in Appendix C.

52
