Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
C. Air Quality

(4) [If the project would] expose sensitive receptors [e,g" nearby residences and
schools] to substantial pollutant concentrations,

(5) [If the project would] create objectionable odors affecting a substantial number of
people,

c. Impacts

The project's air quality impacts include construction- and operations-related pollutant
emissions.

(1) Conflict with Applicable Air Quality Plan

The San Francisco Bay Area Air Basin is currently non-attainment for ozone (state and
federal ambient standards) and PMlO (state ambient standard), While air quality plans exist
for ozone, none exists (or is currently required) for PMlO, The Revised San Francisco Bay Area
Ozone Attainment Plan for the I-Hour National Ozone StandarcfJ is the current ozone air
quality plan required under the federal Clean Air, The state-mandated regional air quality
plan is the Bay Area 2000 Clean Air Plan10 These plans contain mobile source controls,
stationary source controls, and transportation control measures to be implemented in the
region to attain the state and federal ozone standards within the Bay Area Air Basin,

A project would be judged to conflict with or obstruct implementation of the regional air
quality plan ifit would be inconsistent with the growth assumptions, in terms of population,
employment, or regional growth in Vehicle Miles Traveled (VMT} , The air plans utilize
ABAG projections on population and employment, which are in turn based on City and
County General Plans.

The total housing potential on the Bernal Property was, after the 1996 General Plan,
significantly reduced: 1,900 units has been assumed in the 1997 Draft EIR, but only 571
were approved, all in the Phase I area; no housing is provided in the Phase II area, so there
has a net reduction of 1,299 potential housing units, Therefore, the project would result in
no more vehicle trips (or VMT) than were assumed for the site in the 1996 Pleasanton
General Plan, Consequently, the Phase II Specific Plan would not exceed any of the growth
assumptions made in the projections of population and employment on which the regional
air quality plan is based, and no adverse impact relating to this criterion would occur, either
for the project or cumulatively,

(2) Generation of Construction Related Emissions

Construction air quality impacts would be the result of dust generated by equipment and
vehicles, Fugitive dust is emitted both during construction activity and as a result of wind

9 Bay Area Air Quality Management District, Revised San Francisco Bay Area Ozone Attainment Plan for the 1-
Hour National Ozone Standard, October 24, 2001.
10 Bay Area Air Quality Management District, Bay Area 2000 Clean Air Plan and Triennial Assessment,
December 20, 2000,

51
