Concentrations with project and cumulative traffic growth in 2010 would also not exceed the
state/federal ambient air quality standards, and would be below current levels due to
anticipated reductions in per-mile emission rates as newer, cleaner cars replace older, more
polluting cars,

Since project traffic would not cause any new violations of the 8-hour standards for carbon
monoxide, nor contribute substantially to an existing or projected violation, project impacts
on local carbon monoxide concentrations are considered to be less than significant.

(5) Creation of Objectionable Odors Affecting a Substantial Number of People

The agricultural area planned for the site may include such activities as animal husbandry
and composting, which could be odor producing, If located too close to homes or other
nearby uses, odors could result in complaints,

The Specific Plan provides for flexible sub-area boundaries and calls for Pleasanton's PUD
development process to be implemented for all proposed projects, Therefore, site plans for
particular uses can be arranged to provide distance between neighboring uses adequate to
avoid transmission of offensive odors, Specific site planning requirements (e,g, setbacks)
and operational criteria can also be developed for uses considered likely to present odor
issues, Finally, the City can choose not to include potentially odor-generating uses among
future projects. Available planning tools allow the City to plan for land uses with potential
odor-producing features in a manner that will assure that such odors would be kept to the
less than significant level.

d. Mitigation Measures

No significant effects on air quality have been identified: therefore, no mitigation measures
are needed.
