Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
D. Biological Resources

1. Framework for Analysis

The Bernal Specific Plan Phase II site would be devoted to recreational, institutional, public,
and open space uses as described in the Specific Plan (see Chapter 2 and the use descrip-
tions in Appendix B of this EIR), The currently vacant site would be subject to grading, site
preparation, new development, and landscape maintenance, potentially resulting in the
disturbance of biological resources,

The 1997/2000 EIR described biological resources then identified on the site and analyzed
the impacts on those resources, The resources assessment in that document is supple-
mented by this EIR, which (1) examines potential habitat types that were not previously
anticipated to occur on the project site and, therefore, were not addressed in the earlier EIR;
(2) identifies regulatory changes since certification of the Phase I Specific Plan EIR that have
resulted in the identification of new sensitive species not addressed in the earlier EIR; and
(3) considers the potential for biological impacts in the Plan area as a consequence of the
Bernal Phase II Specific Plan or the Bernal Community Master Plan, or both,

2. Setting

a. Introduction and Methodology

The biological resources field work and evaluation were conducted by WRA, Inc, biologists,
The biological resources occurring on the project site were identified through a review of
available information in the earlier EIR and a field visit conducted in October, 2005,

(1) Literature Review

A comprehensive list of all state- and federal-listed species and species of special concern
that occur, or could potentially occur at the proposed project site was developed based on:

(1) A review of the current California Natural Diversity Database (CN DDB) main-
tained by the California Department of Fish and Game (CDGF) identifying special
status species,

(2) A computerized search of CNDDB records (CNDDB/RareFind report 2005) for
Dublin and eight surrounding USGS topographic quadrangles,

(3) California Native Plant Society (CNPS) Electronic Inventory of Rare and
Endangered Vascular Plants of California (CNPS 2005), and

(4) U,S, Fish and Wildlife Service (USFWS) Quadrangle Species Lists (USFWS 2005),

(2) Field Surveys

Field surveys of the project site were conducted for earlier environmental assessments of the
site in June, 1986; June, 1989; January, 1995; October, 1996: and March, 1997 to determine
(a) site vegetation, (b) wildlife species which may occur on or frequent the site vicinity, (c)

55
