Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
D. Biological Resources

compaction associated with trail construction resulting in mortality of CTS in upland
habitat would be considered a significant impact,

. The California red-legged frog (CRLF) has the potential to breed in the aquatic habitat
located within the project site, particularly along the Arroyo de la Laguna, in drainage
channel B-2-1, and in the detention ponds, During the dry season, CRLF are likely to
concentrate in such perennial aquatic areas, which would be avoided by the project.
In winter, CRLF may use uplands adjacent to aquatic habitat for dispersal and forag-
ing. Ground disturbance and material staging during the wet season resulting in
CRLF mortality would be considered a significant impact,

. The western pond turtle may potentially occupy the site's aquatic habitat, These
areas are not proposed to be disturbed by Plan development; however, ground distur-
bance associated with trail construction in adjoining uplands could result in the
destruction of turtle nests, The destruction of turtle eggs and/or hatchlings would be
considered a significant impact.

Mitigation Measures Built Into the Specific Plan for Aquatic Species

The following measures have been included in the Specific Plan to avoid impacts on special
status species (populations of California tiger salamander and California red-legged frog and
nests of the western pond turtle) due to ground disturbance (grading, material staging, and/
or trail construction),

. Trail construction activities on the Knoll shall occur during the dry season, and
mammal burrows within the staked trail alignments in this area shall be excavated to
determine California tiger salamander presence or absence,

The California tiger salamander has the potential to breed in the "Cow Pond" in the
southeastern corner of the property if the pond contains standing water for at least 12
weeks in a year of average rainfall, extending into April. If this pond meets this
criterion, trail construction within 1,000 feet of this pond must occur during the dry
season, Once the trails in the vicinity of the pond are staked, every mammal burrow
within the trail alignment footprint shall be excavated to determine CTS presence or
absence, If CTS are encountered, a qualified biologist shall relocate the CTS to a
burrow located outside of the footprint and any staging areas.

. Any construction work adjacent to the Arroyo de Laguna corridor and the storm water
detention basins shall generally be conducted between July 1 and October 15 to
minimize impacts on the California red-legged frog,

The California red-legged frog has the potential to breed in the aquatic habitat in the
Arroyo de la Laguna corridor and the recently constructed storm water detention ponds
on the project site, During the dry season, CRLF are anticipated to be concentrated in
perennial aquatic habitat within Arroyo de la Laguna, Trail and infrastructure construc-
tion work within 300 feet of the Arroyo and the detention basins shall occur between
July 1 and October 15 to minimize impacts on California red-legged frog, If work must
occur outside this time period, additional measures will be needed,

. Surveys shall be conducted for the western pond turtle; if determined to be present
on the site, suitable protective measures will be implemented through consultation

67
