Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

With incorporation of these measures, impacts relating to possible removal of heritage trees
and/or indirect effects of construction on heritage trees would be reduced to a less-than-
significant level.

(3) Wetlands

Environmental Issues

Based on the investigations described in the 2000 Phase I Specific Plan EIR and the site
reconnaissance conducted in October, 2005, existing site wetlands include the stock pond in
the Eastern Area, a small seasonal wetland northwest of the Knoll, the storm water detention
basins constructed in 2000-2001, and the drainage channels discussed above,

Other wetlands may exist on the site, If affected by development, adverse effects on biologi-
cal resources could occur.

Mitigation Measures Built Into the Specific Plan

The Phase II Specific Plan does not propose to fill or otherwise alter the stock pond in the
Eastern Area, the small seasonal wetland northwest of the Knoll, the storm water detention
basins constructed in 2000-2001, or the drainage channels described above, To protect
these and any other wetland resources from adverse direct and indirect effects during
grading and construction activity, the Phase II Specific Plan includes the following measures:

. Prior to the approval of final grading plans, the locations of wetlands on the site shall
be delineated and verified,

. If wetlands that would be adversely affected by the project are delineated on the site
as a result of the previous measure, require the preparation of a mitigation plan,
including an avoidance alternative, that will meet federal and state requirements prior
to the approval of a final grading plan, If avoidance is not feasible, this plan must
identify replacement wetlands at a 2:1 ratio and five years of maintenance and moni-
toring following mitigation wetland construction,

With the incorporation of these measures, impacts on wetlands would be reduced to a less-
than-significant level.

(4) Wildlife

Aquatic Species, Although no special status animals were detected during the October 20,
2005 site visit, additional surveys may be needed in order to determine the presence or
absence of special status animals on the project site:

. California tiger salamanders (CTS) have the potential to use the available aquatic
habitat within the project site, especially the stock pond in the Eastern Area and the
surrounding uplands. While the proposed trail system would avoid potential breed-
ing habitat, portions of the trail system could impact underground refugia in upland
habitat that is potentially occupied by CTS during the dry season, Grading and soil

66
