Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

. Assure the protection of cultural resources previously or newly identified by under-
taking the following actions:

(1) Provide for preservation via "capping"15 and

(2) (If known sites cannot be avoided:)

(a) Develop and implement a Resources Recovery Plan16 at known sites;

(b) Implement cultural resources protection measures consistent with the
Resources Recovery Plan during all stages of site preparation and construction
activity; and

(c) Document any archaeological findings at the site in a report meeting profes-
sional standards and filing the report with appropriate state and city offices,

With implementation of these cultural resource protection measures as set forth in the
Specific Plan, the potential of the Specific Plan to result in adverse impacts on cultural
resources is considered to be less than significant.

d. Mitigation Measures

No significant effects on cultural resources have been identified; therefore, no mitigation
measures are needed,

1. Framework for Analysis

This section assesses the geology, soils, and seismicity environment ofthe proposed project
based on the inspection of current site conditions, published and unpublished geologic
reports, and topographic and fault maps. This section also assesses potential impacts from
seismic shaking and adverse soil conditions that could result from implementation of the
Phase II Specific Plan,

2. Setting

The setting of the Plan Area was described in the 1997/2000 Phase I Specific Plan EI Rand
that setting discussion covered all the Phase II area, In summary, the project area is located

, 5 "Capping" is an approach that constitutes avoidance of potential archaeological resource impacts if the site
for a particular use requires no soil disturbance for site preparation or if the existing ground surface is
overcovered by additional soil or paving prior to site development, such that no disturbance of the
underlying soils that could potentially affect cultural resources occurs. In the Phase II Specific Plan.
numerous sites/uses may be suitable for the application of avoidance or capping or some combination
thereof, particularly the areas proposed for parks, open space, and/or parking.
'6 A "Resources Recovery Plan" is a plan that is designed and implemented to gather a sufficient quantity and
diversity of data types at each site, and/or set aside a sufficient portion of each site for potential later
investigation, to consider the loss a less-than-significant impact.
