Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
E, Cultural Resources

tural resources are uncovered, until the discovery can be evaluated by the monitoring
archaeologist and appropriate mitigation can be determined (Condition 43),

With these requirements, the findings of the Phase I project (cited in Chapter 8 under the
title, Findings Related to Environmental Review and Project Approval (pp, 42-45)) concluded
that impacts on cultural resources had been mitigated to the less-than-significant level.

c. Impacts

The development of the Phase II Specific Plan site would result in ground-disturbing actions
that pose a possibility of adverse impacts on cultural resources, Development on the site
could also preclude future non-intrusive investigation of resources,

In order to avoid impacts on cultural resources associated with site preparation and
development, the Bernal Property Phase II Specific Plan establishes policies that would
protect such resources as development of the site proceeds, The Specific Plan, Chapter 7,
requires that:

. A survey for potential cultural resources be conducted prior to approval of any grad-
ing or development plans, including infrastructure plans, to update previous survey
efforts,

The purpose of the survey is to identify any surficial indicators of historic and
prehistoric sites within the Plan area that may not have been visible at the ground
surface at the time of previous surveys, Clearance-level coverage for the site requires
that a qualified archaeologist walks through the site on transects that are no more than
30 meters apart,

. I n the portions of the Phase II Specific Plan area not currently known to contain
archaeological resources, grading and site preparation activities are to be subject to
monitoring by a qualified archaeologist, If any cultural resources are uncovered
during site preparation activities, land-disturbing activities are to be discontinued
within a 3S-foot radius until the find can be evaluated by the monitoring archaeolo-
gist and appropriate mitigation can be determined,

. If archaeological resources are identified during mass site grading and preparation
activities the archaeologist, in consultation with the City, is to (1) recommend actions
to identify and protect potential resources, to be implemented during subsequent
site-specific grading and (2) document the archaeological findings at the site in a
report meeting professional standards and file the report with appropriate State and
City offices.

71
