Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

The studies were not found by the DOHS to be definitive. Therefore, the Conditions of
Approval of Bernal Property Phase I development (Condition 38,(e))22 required the property
owner to undertake a process of expert studies and review by responsible health services
agencies to assess whether site conditions posed a potential threat to public health and
safety. If so, a remediation plan was to be prepared under the supervision of the Alameda
County Health Services Department, including a radiological study of the site undertaken in
consultation with the Radiologic Health Branch of DOHS, The same condition would be
applicable to the Phase II Specific Plan,

c. Wildfire Fire Protection and Emergency Evacuation

The Phase I Specific Plan called for relocation of Fire Station #4 to the Specific Plan site; the
site designated was the site having the best potential of those considered to respond to
emergencies in less than five minutes, The fire station was constructed and began
operations in 2005,

The 1997/2000 EIR did not identifY or imply potential impacts from the proposed project
regarding potential impairment or physical interference with an adopted emergency
response plan or emergency evacuation plan.

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

The proposed project includes the following components/characteristics that relate to
hazardous materials transport, use, storage, and disposal that could result from project
implementation:

. The proposed project is not expected to include extensive use of hazardous
materials. Hazardous materials may be brought to the site during construction for
fueling construction vehicles or for proposed site improvements (e,g, paints, adhe-
sives, lubricants), These hazardous materials uses are expected to be similar to
those used in Phase I construction activities,

. Hazardous materials, including pesticides, herbicides, fungicides, insecticides, and
fertilizers, may be used following project implementation for maintenance of sports
fields, trails, or for other passive recreational facilities or landscaped open space
areas, Hazardous materials (e,g, fuels, lubricants) may also be used in equipment
used to maintain these areas,

. Hazardous materials may be encountered by workers and the general public in soil
and/or groundwater from past or current land uses with known hazardous materials
uses including agriculture and wastewater effluent disposal.

. No buildings or other structures that could potentially be painted with lead-based
paint or contain asbestos are known to exist within the project area,

22 Bernal Property Conditions of Approval, Adopted August 28, 2000, p, 20,

80
