Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
G. Hazards and Hazardous Materials

With regard to wildfire risk and fire protection generally, development of the site area as
provided for under the Phase I Specific Plan, by locating a fire station on the site, has
improved the response period in the event of wildfires and may also have reduced wildfire
risk to some extent by providing infrastructure to the area in the form of improved circula-
tion and water service, Other fire-safety-related provisions of Phase I include the require-
ment that habitable structures larger than 500 square feet be sprinklered and the prohibition
of gated roads; these Phase I directives would tend to reduce fire risk for Phase 11 projects,

b. Significance Criteria

Significance criteria for the proposed project's impacts on hazards and hazardous materials
are drawn from CEQA Guidelines Appendix G (Items VII (a), (b), and (c); Items (d), (e), m,
(g), and (h) do not apply because (d) the project area is not located on an identified hazard-
ous materials site, (e) is not within an airport land use plan area or (I) in the vicinity of a
private airstrip, and (g) would not interfere with emergency response or evacuation plans or
(h) expose people or structures to risks relating to wildland fires),

Impacts on hazards and hazardous materials would be significant:

(1) [If the project would] create a significant hazard to the public or environment
through the routine transport, use, or disposal of hazardous materials,

(2) [If the project would] create a significant hazard to the public or environment
through reasonably foreseeable upset or accident conditions involving the release
of hazardous materials into the environment,

(3) [If the project would] emit hazardous emissions or handle hazardous or acutely
hazardous materials, substances, or waste within one-quarter mile of an existing
or proposed school.

c. Impacts

Consistent with the discussion of impact criteria in the preceding section, this impact
analysis focuses on exposure of people and workers to hazardous materials that might be
encountered from existing contamination (if any) associated with current and past land uses
with hazardous materials uses; exposure of sensitive receptors to industrial pollutant
sources; possible transport, use, storage, and disposal of hazardous materials on the site
during construction activities and following project implementation; and the potential for
exposure of people to air quality pollutants near the freeway,

(1) Existing Contamination

Environmental Issues

Past and current land uses at and near the project site are known to have included the use of
hazardous materials, including pesticides and herbicides, Limited data collected from
sludge samples within the Phase I area have identified the concentration of metals above
laboratory reporting limits (but not hazardous waste levels), Where evaporation ponds and
a sludge drying bed occupied a portion of the Western Area, those lands may have been

81
